What's legal in each Big Ten state
Fourteen states, very different answers. Novig, a federally regulated prediction market, is available in thirteen of the fourteen; it is not available in Michigan. Each page says what else is, and is not.
Minnesota has no legal sports betting, online or retail; the 2026 legalization bill never cleared a committee, and a new state ban on prediction markets is on hold in federal court.
California has no legal sports betting of any kind; voters rejected two ballot measures in 2022, and the state's tribes are aiming for 2028, not this year.
Washington allows sports betting only at tribal casinos, and sportsbook apps work only while you are on casino property; a 2026 law lets those books take Huskies games for the first time.
Wisconsin allows sports betting only inside tribal casinos today; Gov. Tony Evers signed a tribal online sports betting law in April 2026, but no app has launched.
Nebraska allows sports betting only in person at its licensed racetrack casinos; mobile sportsbooks are not legal, and a push to put them on the 2026 ballot died in the Legislature.
Oregon has one legal online sportsbook, DraftKings, run through the Oregon Lottery, and it does not offer college sports.
Michigan has had legal online sports betting since January 2021, with every major app live; Novig is not available in Michigan.

Illinois has had legal online sports betting since 2020, but state law keeps Illinois college teams, the Illini and Northwestern included, off its sportsbooks.
Maryland has had legal online sports betting since November 2022, with every major app live; its fight with Kalshi is still in the federal appeals court.
New Jersey has had legal sports betting since 2018, but its constitution bars wagers on New Jersey college teams, so Rutgers games are off every New Jersey sportsbook.
Indiana has had legal online sports betting since 2019, with every major app live.
Iowa has had legal online sports betting since August 2019, with every major app live.
Pennsylvania has had legal online sports betting since 2019, with every major app live.
