Yes. Adults 21 and over in Illinois can use licensed online and retail sportsbooks, but state law bars wagers on Illinois college teams.

Yes. Sports betting is legal in Illinois for adults 21 and over, both online and at retail sportsbooks licensed by the Illinois Gaming Board. There is one exception that matters to Big Ten fans. State law bars wagers on Illinois college programs, so no Illinois sportsbook will take action on the Fighting Illini or Northwestern.

Our Illinois state guide is the full reference. This piece covers what stands as of the second week of November, with the Big Ten stretch run under way.

Where the market stands this month

Illinois opened in-person sports wagering in March 2020 and online wagering in June of that year. As of a November 6 update from IllinoisBet, the state has 10 licensed online sportsbooks: bet365, BetMGM, BetRivers, Caesars Sportsbook, Circa Sports, DraftKings, theScore Bet, Fanatics Sportsbook and others. The same outlet notes that theScore Bet now runs the platform that used to be ESPN BET. Retail counters at casinos and some sports venues operate alongside the apps.

Nothing about the basic legal status has changed this fall. Online sportsbooks are legal statewide for anyone 21 or older who is physically located in Illinois when placing a wager. Using an Illinois sportsbook from outside the state is not allowed, and the age floor does not move.

Why Illini and Wildcats games are missing

The Sports Wagering Act legalized the books and also carved out in-state colleges. This catches out readers more than any other rule. A fan in Champaign or Evanston can open an app and find Ohio State, Michigan or Penn State on the board, but not the home team, because Illinois-licensed operators are not permitted to list those games. The rule applies to Illinois programs, not to Big Ten games in general. A Northwestern road game still will not appear on an Illinois book, while a game between two out-of-state Big Ten teams will.

The restriction is set by state law, so it applies in Illinois. Other states write their own rules about which college games their books can offer.

Prediction markets: legal fight, not settled

Prediction markets are the unsettled part of the Illinois picture. As of this site's last review on October 10, a 2026 budget law, SB 3019, created a state license and tax for prediction markets, and both Kalshi and the federal Commodity Futures Trading Commission have sued to block it. Until that litigation is resolved, how these platforms are treated in Illinois could change.

As of that review, Kalshi operates in Illinois, while Polymarket US does not serve the state. Novig is available in Illinois and is one of the venues that lists Illini and Northwestern games, which the state's licensed sportsbooks cannot do. That gap is why the court fight matters to fans here. Any prices quoted on these platforms are markets, not predictions, and a team listed as favored at a given number can still lose. Check our Illinois and Northwestern team pages for the football side of the season.

The short version

  • Online and retail sportsbooks: legal for adults 21 and over who are located in Illinois.
  • Wagers on the Illini, Northwestern or any other Illinois college team at an Illinois sportsbook: not legal.
  • Prediction markets: available but under legal challenge over the state's new licensing law.
